John James, Colleagues Introduce Landmark Bill to Enhance Telehealth Access for Mental Health Services

WASHINGTON, D.C. — Representative John James (MI-10), alongside Reps. Don Davis (NC-01) and David Schweikert (AZ-01), have introduced the TELEMH Act of 2024 in the U.S. House of Representatives. This legislation would revolutionize access to mental health care by ushering in transformative changes to Medicare reimbursement policies for mental health services provided via telehealth.

Rep. James released the following statement after introducing the legislation:

"At a time when mental health needs are soaring and the accessibility of care remains paramount, this bill marks a critical step towards realizing the full potential of telehealth in delivering vital mental health services. By introducing a specific modifier for telehealth-based mental health services, we are not only streamlining the billing and reimbursement process but also amplifying access for those in need, regardless of geographic barriers.”

Rep. Davis also released the following statement on this matter:

“Congress must take decisive action to improve the delivery of mental health care services, particularly in underinvested communities across eastern North Carolina and rural America,” said Congressman Don Davis. “Telehealth is one of the most powerful ways to achieve this goal. We must pass this crucial legislation that will bring real and lasting improvements to our healthcare system.”

Additionally, Rep. Schweikert issued the following statement:

“Caring for one’s mental health is as important as one’s physical health. This legislation will provide another proof of concept for telemedicine’s ability to increase accessibility and delivery of the high-quality healthcare you deserve,” said Rep. Schweikert. “I remain committed to accelerating the adoption of healthcare innovation and leveraging disruption it will inevitably provide.”

The proposed amendment represents a landmark stride forward in modernizing healthcare delivery by establishing a new modifier or code tailored explicitly for telehealth-delivered mental health services. This innovative approach ensures that individuals receiving mental health support remotely, particularly through the dedication of auxiliary personnel defined in section 410.26(a)(1) of title 42, Code of Federal Regulations, can access seamless and equitable reimbursement processes.
